Draft agents.json registry
Symbiont has generated a starter agents.json for every F-grade organization on the Pledge Scorecard. These are unofficial drafts. Any org can claim theirs by publishing their own version — we auto-detect and remove the draft on next scan.
Why this exists: adoption friction. "Write agents.json from scratch" sounds like work. "Review this 20-line JSON draft and edit it" takes 5 minutes. We eliminated step one.
